Some questions for us to consider:
- What are the boundaries of the region we will study? Counties included in the North Central Workforce Investment Area?
- What are EDA proposal requirements/guidelines? Deadline? Tim? Mike?
- What is the level of effort we will propose for this project? Tim? Mike?
- What organization, if not Penn State, will submit the proposal? Who are our direct contacts in that organization? How will Penn State work with tis organization (MOA? Subcontract?)?
- What will be the period of performance for the project?
- What Penn State entities will be involved in the project beyond the Penn State Workforce Education & Development Initiative? How?
- Others?

Can anyone point to information on the EDA web site that described the grant/contract program to which we will submit our proposal? Anything on the pages below that help?
Looks like EDA is committed to cluster competitiveness research (see http://www.eda.gov/Research/ClusterBased.xml). As a matter of fact, it is the only "tool of the trade" they list.
